Moving to New York: New Resident Guide 2026

New residents of New York have 30 days to get a New York driver license and 30 days to register their vehicles, and a car registered in New York must carry New York insurance: the DMV never accepts out-of-state coverage. If you are moving to New York City, you may decide not to keep a car at all. This guide walks through each step for 2026.

10 daysbefore an election: voter registration deadline

Step by step

  1. Buy New York car insurance

Your policy must be issued for New York and include at least $25,000 of bodily injury liability per person, $50,000 per accident, $10,000 of property damage liability, $50,000 of no-fault (personal injury protection) coverage and uninsured motorist coverage at the same 25/50 limits. Insurers send proof electronically to the DMV, and you also receive an insurance ID card for registration.

  2. Exchange your driver license within 30 days

Apply at a DMV office with your valid out-of-state license, proof of identity and date of birth, your Social Security number and proof of your New York address. If your license is valid, you normally pass only a vision test and surrender the old license; you cannot hold licenses from New York and another state at the same time. You can choose a REAL ID or an Enhanced license, which is also accepted at land and sea border crossings with Canada and Mexico.

  3. Register and title your vehicle within 30 days

Submit a completed Vehicle Registration/Title Application (Form MV-82), your original out-of-state title or proof of ownership, proof of New York insurance, proof of identity and payment of fees and any sales tax due. You can apply at a DMV office or by mail. Your title arrives separately and can take up to 90 days.

  4. Get a New York inspection

Most vehicles need a safety and emissions inspection every 12 months at a licensed station, typically a repair shop or dealer. An inspection sticker from your previous state stays valid until it expires or for one year after registration, whichever comes first. If your old state does not issue inspection stickers, get a New York inspection right away.

  5. Register to vote

Register at least 10 days before an election. You can apply online through the DMV if you have a New York license or ID, by mail or in person at your county board of elections. Voters who move within New York can update their address with their board of elections.

  6. Sign up for STAR, if you buy a home

Register with the New York State Department of Taxation and Finance for the STAR credit to lower your school taxes on a primary residence. See our New York tax guide.

  7. If you are renting in New York City

Ask whether the apartment is rent-stabilized, which limits yearly increases and gives you a right to renew the lease. Brokers hired by the landlord cannot charge their fee to the tenant under the city’s FARE Act, in effect since June 2025.

Your money after the move

New York taxes all income you earn as a resident, so your first year usually means a part-year resident return (Form IT-203). If you move to New York City, city income tax starts on the day you become a city resident. On a $75,000 salary, state tax is about $3,450 a year and city tax about $2,470.
